You can use VoiceReports.com. You can compare all the international rates against each other. What makes it really helpful is that you can select each provider and then click the Compare button and it will take you to another page that shows the setup fees (or lack of) and all monthly fees including promotions against each other. Many VoIP Providers have a variety of different promotions but VoiceReports.com makes it much easier to compare them.
